I tried adding "ip=dhcp", and got the exact same behavior as before.
By the way, the kernel for the client is not configured for RARP or BOOTP, 
just DHCP.  I can add either one, if necessary, but after what ME said about 
BOOTP and RARP, I think I'll try to avoid it.
