I think I've found the culprit...
On the instructions for the flash program it says to create a "system disk". To
the uninitiated, like me, this means nothing. But for smart people this means
format the floppy so that it's bootable...

I think that's what I missed! Doh!
(slaps forehead with palm of hand)

I'm going to give it a try after work tonight...
