I remember an older Gateway desktop that had the same symptoms.  I think
replacing the battery might help.  Or *gasp* installing the OS that came
with the Dell and complaining to their tech support.

I think in the end, when I experienced the problem it turned out to be a
hardware problem, and not a software problem.
