Walter,

   I've set a number of site to site VPN's up using Free/SWAN, PPTP, etc.
Just for grins, did you make sure there's no firewall blocking the ipsec
and IKE ports?  It's been a year or two since I last set one of these up
on a debian system, I recall the firewall being the biggest issue, along
with making sure the necessary kernel modules were either loaded or
built-in.
