Never experienced this myself, but Google pulled up this forum thread:

It and the other sites I've seen suggest that this is related to the
NSA's SELinux patches. (The linked thread explains how to turn SELinux
off.)

Now I'm curious ... does anybody know if Fedora uses the SELinux
patches on its kernels these days? My understanding was the those
patches were basically only useful for the more paranoid of us, not
something you'd include in a stock kernel.
