Sounds tough.

But "free software" doesn't mean you can't buy a support contract...a 
common mistake folks make.

Get RHEL & bask in the glory of Linux support. :)

Or SUSe/Novell.  Or any of a number of orgs that will be happy to take 
your money.

And...hmm.  I wonder if you could get an IBM Mainframe environment on a 
card?  I know you can get Unisys A-Series mainframes on a PCI card...and 
heck, maybe there's even a qemu personality to run your legacy stuff in 
a virtual server on Linux?  Who knows? ... but I'll bet there's all 
kinds of flexible options (support an otherwise) that the State of CA 
could use for cost savings.

Give it some thought! :)
