I might be wrong but...
when I have problems with lilo not seeing lilo.conf,  it is usually after I
edit and save lilo.conf...
and I forget to run lilo(the stuffing program) right then from the command
prompt to compile the conf stuff into lilo(the boot program) for the next
boot.

It seems logical that conf would be read on boot but NOT!!!,
the conf file has to be imbeded into
lilo(boot) by lilo(imbeding program).
