OH!.... right...

you've got tcpwrapper problems.  probably the /etc/hosts.{allow|deny} don't
allow the host to connect.

*or*

The reverse DNS for the host you're telnetting from is missing or
inconsistant.  Error messages for these problesm would show up in 
/var/log/secure.
