Should we assume you mean headhunters are "most annoying and in a lot of
ways, resemble telemarketers in their tactics", and not corporate
recruiters?

I'd hardly call a corporate recruiter a head hunter.  Typically, when people
refer to head hunters, they are talking about folks that work for a firm
that goes out and tries to hunt down talent to fill positions at
companies...sometimes working with that company and sometimes not.  They
make their money by charging the company if they end up hiring the talent
that the head hunter brought to them.

Coroporate recruiters, on the other hand, are real employees of a company
and work with hiring managers at the company to fill positions.  At smaller
companies, this duty usually falls into HR's hands, but at largers
companies, they break it out into it's own department because of the amount
of work they end up having to do.

They are most annoying and in a lot of ways, resemble telemarketers in their
tactics.
