Help! I fell down with wvdial and ppp, and I can't get up!

I'm trying to use dialup to connect to the local Big Brother ISP, I
have
/etc/wvdial.conf set correctly after using wvdialconf, then editing to
set phone number, username and password as gleaned from the Windows
Dialup Thing.

Dialup goes okay, I connect, handshake is apparently okay, then pppd
dies and wvdial dutifuly tries again.

errors found are as follows:

As soon as it tries again, I normally disconnect. Even letting wvdial
try to connect twice as is mentioned in the troubleshooting guide (faq)
didn't work.

{username} and {isp-dialup-number} replace real info.
Here's the box: laptop using Debian with 2.0.38 kernel, 
pcmcia modem (Hayes Accura v.90) and nothing can be updated.
When I use the ethernet card to connect on a LAN, all works ok.
/etc/ppp/pap-secrets and chap-secrets are -rw------- root.dialout,
/etc/resolv.conf only refers to eth0, my machine name, no other text.
