Proxy Server..

My boss wants to implement a way to track how many people are actually using
the web and how long they are on for.  I'm thinking a proxy server might be
the best way to do this, having software installed on each individual
machine is not an option.  Traffic analyzing software on the router isn't
really an option because it's just a low-end hardware router (a netopia).
Any ideas or suggestions?
