hi Augie,

if you're up for consideration of an existing open-source library automation
system that meets most of your requirements, conisder: http://www.koha.org

in order of your requirements on your web page:

1). Koha is web-based, but also has a curses interface so you get both.

2). you'd have to compromise on this one, sorry.  Koha is perl.

3). the data is stored in a RDBMS. (although there has been discussion on
    the Koha lists to consider other data-base systems - the relational
    model is not a close fit to library data).  the current stable release
    of Koha has some MySQL extensions hard coded in it but the development
    branch is extracting to be DBI based.

4). Koha imports MARC records (MAchine Readable Catalog) and can pull the
    data from the Library of Congress or most any other library as this
    data format has been standardised.   and the system is much more complex
    than your outline.

5). there are two interfaces, OPAC (Online Public Access Catalog) and 
    intranet.  intranet runs on a separate virtual (or real) Apache server
    and is for the administrative functions.

Koha is on a bit grander scale than you've proposed but it's also ready to
run and includes a lot more advanced features that are useful and would
take a long time to write from scratch.

(for instance the concept of braches could be used by members to list their
personal books and their willingness to loan books to other members without
transferring ownership and storage to the group library).
