[NBLUG/talk] What's the deal with RedHat Security Level?

I have a RH8 machine that was set up with "high" setting on the firewall
and I want to disable it since it's behind a hardware firewall. Problem
is both the GUI and the "lokkit" app don't seem to actually change
anything. Which files do I need to hack to get this firewall turned off?
