8 hours just happens to be the difference between Pacific time an UTC.
It's probably not a coincidence. What is in /etc/sysconfig/clock?
zikzak:/etc/sysconfig 43% cat clock
ZONE="America/Los_Angeles"
UTC=false
ARC=false
