I use ProFTP.

I can't tell you much about VSFTP, but as for ProFTP you can set:

DefaultRoot	~	group1

So anyone logs in to FTP and is in the group "group1" gets there home
directory as they're root directory.

I'm sure there is some similar setting in VSFTP.
