pcmcia services loading after network devices are started is a perfectly
acceptable way to do things.

pcmcia networking cards are started as part of the pcmcia services startup. 
look in /etc/pcmcia/.  you should see a file called network and one called
network.opts.  i believe pcmcia might also make use of the hotplug stuff,
but i'm not 100% on that one.
