When using userquotas in linux, is there an easy way to set a default
quota for all users?  So that existing users are now under this quota,
and all new users would be too?

I'm not using groupquotas, because redhat creates a new group fro each
new user that equals their login name.. so there is no common group
anymore.

Unless I'm missing something...
