Thanks all for your help so far.
Eric, I have enclosed below several data sets from syslog.  The first
two, from zoltec, are working fine.  They have as a first line the
exited signal from the ntpd restart and then they start up fine.
The next two, from yogurt the sick machine, show no exited signal,
as ntpd is not running.  I can't tell much difference in these two sets
of logs, except that the healthy one has a couple of lines that didn't
have new lines.

I don't think ntpdate will help, as the clock is still within seconds
of the correct time, probably fractions of a second.

There was a line about config files when I ran apt-get upgrade, but I
lost it.  It was probably important.

My next step will be trying to understand the differences in the config
files better.
