I have been using LAMPP with great success on RH9. It has not only PHP
4.3.12, but also 5.0.3 and you can switch them with a command line. (./lampp
php4 or ./lampp php5)
It also comes bundled with MySQL, ProFTPD, phpMyAdmin, and configured to
accept SSL requests from the box.
You can get it at http://www.apachefriends.org/en.
It comes in a single TAR file.
You install it with "tar file.tar -C /opt"
Cd /opt/lampp/
./lampp startssl #and you are running
Check it out.

Subject: [NBLUG/talk] Upgrading PHP on RH 9
I have RH 9 on our server and if I try to use a rpm for php-4.3.9 or
greater, there are many unresolved dependencies. What is the best way
around this problem?
