It's not fan-less, but take a look at the Antec Aria case:

It's small, quiet, and has room for 3 internal drives, and 4 PCI slots.
Then buy a good MicroATX mobo with on-board ethernet and you're all set.
I haven't used the Aria, but I built a PC with their Sonata case a while
back and loved it.
