i'm pretty sure anything in rc2, for example, runs when you _enter_ 
runlevel 2.  S for start (if not already started), K for stop (if 
previously running).  when you shutdown a machine, to give another 
example, all services are killed by the K links in rc0, not the K links in 
whatever runlevel you used to be in.
