Ignore what Kino does under the hood, for therein lies the path to
madness. (I just spent ten minutes making ffmpeg core dump all over
the place.)

To use ffmpeg to convert to nstc dv:
ffmpeg -i video.avi -target ntsc-dv video.dv

If you are a foreign communist, you can use pal dv:
ffmpeg -i video.avi -target pal-dv video.dv
