Have you considered an OSS solution to manage your photos? One item I know of is Gallery2 (http://gallery.menalto.com/gallery), which would seem to give you exactly what you need. I've not used it yet or any others like it, so I can't speak to usability. The link above is to the screenshots section of the software. Cheers!
