Yes, KU & U have adequate GUI's so you don't need KDE 4.
KU has KDE3.  KDE4 is a major new improvement that on Jan 11 2008 had
its public release.  This initial release has the major components of
the KDE4 system, & more improvements will be coming in the next months.
