I've never seen anything like "order hosts,bind" in /etc/resolv.conf.
Normally I'd change /etc/nsswitch.conf and put in "hosts: files dns"
(which is probably the default).

If you use DHCP /etc/resolv.conf will get overwritten, but if you have a
static IP you can probably edit it directly.
