I've tried quite a few cheap VPS hosts and the best place I can
recommend:  https://securedragon.net/

They have good service, good uptime, good performance, good prices, and
they have been around a few years.

2nd choice:  http://buyvm.net/ 

I've heard lots of good things about http://www.ramhost.us/, and they
have a budget server:  http://tinyvz.com/ or http://tinykvm.com/
