isanptools & RH 7.3

Hi Folks!

It appears that RH 7.3 no longer ships with the plug-n-play tools that
came with previous versions.

I used to use them to re-set the IRQ on my SoundBlaster so it wouldn't
conflict with my modem.

What (if any) is the new method of setting PNP devices?

Should I just download the tools myself?  If so, where in the start up
process should I insert the PNP stuff?

A clue would be vastly appreciated.
