I have RH 9 running without using the KDE or Gnome window manager, it's
not hard.  I'm using fvwm for a window manager, but I do have many gnome
applications loaded, you don't have to run gnome on the desktop to use
the gnome applications.  You can buy cheap "redhat" CDs from
www.cheapbytes.com (they seem to have bought out all the competition).
$7 for 3 CDs, they seem to be calling their "redhat" CDs "pink tie" to
avoid some trademark issues.

Recent Redhat installs seem to get all the USB stuff working automatically.

As mark pointed out get gphoto.  If you use autorpm (www.autorpm.org) or
apt-get for rpm (apt-rpm.tuxfamily.org) then loading in just the gnome
apps and their required libraries is easy.  I use apt-get myself
(because it's just like Debian) but I'm told autorpm works well too.

USB filesystem??  Why not just download the photos to your regular file
system.
