It's 1399260 blocks that's "missing".  5% should only be 1377299 blocks. 
I'll bet the other 21960 blocks are the journal.

According to http://www.namesys.com/mkreiserfs.html the maximum journal size
is 32749 4K blocks which is 130996 1K blocks; about a tenth of the missing
space.  The default journal size is only 8193 blocks (32MB with the normal
4K).  There's a bunch of different blocksize options with reiserfs.

In other words, it's definitely too much to be the journal.  But the journal
could be a minor contributing factor.
