False, Linux is the kernel, the kernel is Linux.
there are a number of databases you can use and there are a number of ways to
send bulk e-mail.
What are your needs. What you want could be as simple as a 10 line script in
your favorite language or as feature rich as the mailman mailing list
manager..... and plenty of other goodies in between.
mailman is a part of your distribution, you would have to write find or hack
the script.
