[NBLUG/talk] More on Comcast slowdown

When my Comcast speed dumps, i've noticed my latency jumps into the  
1600-2000ms range.

Also, it consistently craps out when I initiate a download of an Linux  
ISO via a bittorrent... at least that's the pattern that I see. It's  
almost like they are throttling the whole connection, but I'll reserve  
judgement on that for when I have more scientific proof.
