Errr...  What do you mean by "secure ftp"?

Do you want a server and client that speak the "FTP" protocol and are
secure, or do you want a server and client that speak the "SFTP" (Secure
FTP) protocol that operates over SSH?

Somebody else already answered if you meant the former...

If you meant the latter, I believe RHL7.3 comes set up "out of the box" to
support the sftp protocol over ssh when you install the openssh-server
package.  Almost any sftp client should work, but I've only used the
standard "sftp" client that comes with openssh.  Or you can use scp for much
of the same stuff.
