As Peter noted, ntpdate will not run if ntpd is running.  If I
understand it, ntpdate will manually force a time change once, where
ntpd will make gradual changes to bring the system back to normal time
and keeping the time from drifting.  ntpdate probably messes with ntpd's
mechanism for measuring the drift changes.  So for debian:

# /etc/init.d/ntpd stop 
# ntpdate time.nist.gov 
# /etc/init.d/ntpd start
